Terms of Service — Hummingbird (DepEd Abra · DRRM deployment)

1. The service

Hummingbird is a disaster risk reduction and management (DRRM) information platform operated by Razeflow ("the operator") and deployed for the Schools Division of Abra, Department of Education ("the Division"). It supports damage reporting and validation, school preparedness tracking, building and equipment registries, assistance requests, advisories, and official report generation across the Division's schools.

2. Who may use it

Access is limited to accounts that are (a) provisioned by the Division, or (b) self-registered by school personnel and activated only after Division approval. Accounts are personal: one named person per account, one school account per school. You are responsible for actions taken under your sign-in. The Division may reset any account's password or delete any account through the Administration page at its discretion.

3. Acceptable use

Governed by the separate Acceptable Use Policy. In short: truthful reporting, official use only, protect your credentials.

4. Reports and official records

  • A report you submit becomes part of the Division's validation workflow. Once approved at division level, its figures are frozen and cannot be edited by anyone; corrections are made by filing a superseding record. Both records remain in the system's history.
  • Every mutation is written to an audit trail (who, what, when).
  • Generated documents (e.g. incident-report .docx) are official Division work product.

5. Data

The Division owns the operational data entered into its deployment (reports, registries, documents, photos). The operator processes it solely to provide the service, under the Privacy Policy and the Data Privacy Act of 2012 (RA 10173).

6. Availability and offline operation

The service is provided with reasonable care but without an uptime guarantee. It is designed to degrade gracefully: reports composed while a device is offline are stored on that device and synchronize automatically when connectivity returns. Until a report shows as synced, it exists only on the composing device — the paper/backup-mode procedures in Division guidance remain the contingency of record during extended outages.

7. Changes and termination

The Division may deactivate accounts at any time (personnel changes, security events). The operator may update the service continuously (deployments are rolling); material changes to these terms will be communicated through the Division. Records already filed survive account deletion — see the User Account Policy.

8. Liability

The platform is a reporting and coordination tool. Operational and emergency decisions remain the responsibility of the Division and its officials. Nothing in the service replaces DepEd-mandated processes (e.g. LIS/EBEIS remains the system of record for learner data).
